How can one be elected Speaker if one has not been elected to the House of Representatives?

It is simply based on the fact that the Constitution never states the Speaker must be a member of the House.

It also never states that a Supreme Court Justice has to be an attorney.

Because our Constitution does not say the Speaker must be an elected Representative.

The Vice President presides over the Senate without being a Senator.
