If the government can use the inter-connected wireless communication system to “reach out and touch” every cell phone in the US (regardless of owner or provider) then, what they are actually testing is the ability to TURN OFF the wireless communication system all at once.
Or “fry/brick” everyone’s cell phone, accomplishing the same thing.
