Much of the nation is in moderate to severe drought. This means wells are affected; water supply for people and livestock is dropping. Fall crops of all kinds affected.
Weather manipulation? Control.
I am beginning to suspect weather manipulation - HAARP, airplane contrails; quite likely the truth is being hidden. We know the Arabian desert is underlain with reservoirs of water, likely other deserts. Of course the technology of cleaning sea water is available. There are water concentrators - Tatooine of Star Wars, Arakis of Dune, etc. King Herod the Great built a palace in the desert at Masada with a system to capture scarce precipitation and direct it to holding pools for year round residence. In the Bible {Genesis 7:11} it says 'the fountains of the deep' were broken up... during the flood of Noah.
They are alerting us that their efforts will be otherwise directed... 'control', as you say.
