Volume I and Volume II are usually contained in two 3-inch binders. They are used around the clock on the bridge, CIC, signal bridge, and radio central on ships. Also used on aircraft, subs, shore bases.

The first two letters of the code tell you which tab to use to start the decode/encode: e.g. TA = Tactical, then followed by other sub-codes and values:

TA-12-1-1200 = Maintain distance of 1,200 yards (using the below table.
