Since 2011 PSG has been owned by the Emir of Qatar. The ownership doesn't seem to have any true understanding of world football / soccer and have tried to win by going out and buying superstars. That said, football/soccer is a team sport, and you need to build a team - not a collection of superstars.

Before he went to PSG he was part of one of the most productive and iconic attacking trio in history: Messi, Suarez, and Neymar. Messi and Suarez wanted to support Neymar’s career. He was loved at Barcelona. PSG was/is a mercenary club, and when they didn't win Champions League the ownership and fans soured on him.
