I’m up for that. Give any Conservatives living in blue cities time to leave and then fence in the rest. Start with Memphis.
I think that in some cities, you could merely fence in portions of the cities. I don’t know all the areas of Chattanooga, but areas like Hixson, which is in the city proper, are decided not liberal for the most part.
Maybe the fencing can be done by population density - seems the closer together people live, the dumber they get.
