Why would FORMER navy seals be there? Navy seals are trained as COMBAT Swimmers/Divers.

Now a team of 21 Navy Divers (non combat, harbor clearing) were there and their mission is NOW DONE. They said it was eerie seeing burned boats at the bottom.

Perhaps Matt Bracken or Michael Yon could give us a clue, both former special ops that have described some of their tactics in nation destabilization in former conflicts., I think it is called "Black Ops" Of course one has to just look at the antics of the FBI, ya.
