Three sources of the 'black fencing in Maui' video are listed below. The first is via infowars and is probably the best collection of video and tweets about the miles and miles of black fencing being installed around burned areas.

There's reports of very tight security with many identical Nissan SUV's stationed around the very large perimeter, even areas far from the burn zone (chain link fencing on those outer areas).
The narrator of the video says when he pulled to the side of the road, National Guard barked at him to get in his car and keep moving. No drones permitted.

The fencing is at times far from burn areas, bordering housing areas not impacted, out many acres from burn zones. It seems that the intention is 100% of anyone enterring the area on foot from any direction, even through unburned housing areas etc.
For about an hour today- searching that link provided a 404 message. Gone and then returned? It's there now.

On the one hand, some post that such fencing and restrictions are normal because the extraction of bodies is done carefully like an archeological dig and even drones can displace evidence and the ashes of human remains.
On the other hand, no one trusts the Biden regime and the Maui officials seemed to have made zero effort in telling the public what was going on. The numerous matching Nissan SUV's look unfamiliar to the narrator on Rumble so they seem suspicious to him.
I thought it was odd there were so many so far from actual burn regions, which can be seen in the distance.
Sadly I searched for FEMA in MAUI and there are reports saying the public is 'spreading rumors' and warning people not to accept FEMA aid. There are many links to 'debunk' such concerns. :/
I checked for UN activity (none reported per the fire, but I think they may be there) and saw the following link, which looks interesting but I haven't read it yet:
