So while you are free to say the stupidest damn thing anybody around you has ever heard (ie this whole thread) the people around are free to decide only a complete idiot would say that (consequences) and tell you that only fool would say that (rebuttal, with an assist from Steely Dan).
It’s very simple really, nobody would bother to come up with such a hideously complicated plan to reinvent a city. They have eminent domain, they can just take land if they want it. And nobody would admit to doing so much unnecessary work for such a minor goal.
