I think neither Trump, nor we, ever want to call Biden a “president” of anything. Sometimes POTUS must do so to make a more formal point.

In the context expressed, Trump was probably indicating revulsion, again.

Wish he had written [P] instead, in that same context.

[P] as signified in proper context of many Q Drops will, first and foremost, always refer to the Pope in a ringer.
