PS: I do think the best source of any country's petition to the UN is the UN or that country. NOthing available on the UN website.
The US state department publicly admitted that there were US government funded and owned bio labs in the Ukraine, quite a few of them, in fact. Why were they there? Not for anything good.

I interpret this as “We have taken control of the Ukraine's government bio-weapons labs and directing and funding bio-weapons research with US money and US management.” They publicly admitted to funding and working in Ukrainian government bio-weapons labs. All for safety on for the children of course.
This was the first step in the path to entirely taking over the government of the Ukraine and funding the entirety of their government payroll.
I’m sure this will be widely covered in the US any day.
