PS: I do think the best source of any country's petition to the UN is the UN or that country. NOthing available on the UN website.
I do recall someone posting an image of the Ukraine with the locations of alleged bio warfare labs marked on it, and overlapped with marks showing the largest initial attacks of the Russians. The result implied that Russians prioritized bombing the bio laboratories.
I didn’t post that image - but if anyone has or or has seen i lately, I would appreciate a link.
