How in the world does this “just happen” like this? Why didn’t the public have a say - the ones who were victimized?

It didn’t “just happen” they’ve been rolling out various way to keep prisoners “entertained” for decades. And remember these most prisons are run by corporations these days, so the public has no say. They get paid by head count, and nobody in the government cares so long as there’s no lawsuits.
