“What is his definition of “electronic voting machine”? “

I suppose one that contains electronics which means these days that contains electronic chips. The thing about those chips is that you can’t tell what they’re doing.

I would define it as a machine with electronics/chips and a touchscreen or buttons with NO paper ballot marked by the voter. “Bubble scan” paper ballot tabulators (w/”electronics”) seem to have worked fine for decades (in the proper hands).
