I would define it as a machine with electronics/chips and a touchscreen or buttons with NO paper ballot marked by the voter. “Bubble scan” paper ballot tabulators (w/”electronics”) seem to have worked fine for decades (in the proper hands).

“in the proper hands” is another essential. Maybe vote counting needs to be done analogous to double-entry bookkeeping — counted twice by separate counters and the results compared.
It’s too bad so many elections are so close that a little fraud can alter the outcome.
