Ehrich population bomb. A lot of people believed that none sense.
The most well known political fiction story was the Trojan wars written in Homer's Iliad 8th century BC on how the world at the time was over populated and the gods took action against the world threat
The problem is when they make it in to law as that memo seemed to have done. I don't know if it was redacted or not.

Read it when I was in high school.
I believed it.
At that time, I “trusted the science” and believed pretty much anything my teachers told me or that was written in a book.
