maybe the deal is that with the middle class city citizens wiped out, the city becomes a net consumer of state general tax fund taxes. with no midsdle class voters, the politicians’ power base is focused on the welfare class. the city then leeches off of the working class middle class farmers and anyone else who lives in the countryside, outside of city limits.

the new political dialectic is thus large inner city welfare class versus country folks.

then either the state boundaries change such that the large cities form their own states or there is a civil war between cities and country folks...
