What you have read during the war is that Russia is running low on something such as missiles or tanks or artillery shells, etc., and sure enough, that is evidenced by the slowdown of their use.

Russia running short on something when reported by Western news gets supported by the reduction of Russia’s use of that item, from artillery to missiles or whatever.

The electric grid seems to be left alone enough and the Russian shortages are enough that industry is willing to build factories in Ukraine now.
