I’ve been a dog owner for 25 years and I’ve worked in an animal shelter. I can tell you that dog was not aggressive. That dog was going up to him to be petted.
Had this a K-9 officer he would have known this.
That cop was just being an asshole, in my opinion.

A friend and I were walking our dogs off leash in a local park. Black lab and small pointer. A cop got out of his car in the parking lot and my friend’s dog took off to see him, my dog following, had to be two hundred yards.
I pulled my whistle and started blowing right as the cop put his hand on the gun. My dog slowed up, the other kept racing, and the cop stopped drawing and went in the building.
We leashed the dogs and spoke with him later. He had been genuinely frightened, thought they were feral, he was from a town with no big woods and fields. Little 35 lb pointer with a lab following.
I think the whistle got through to the cop in a way that our yelling would not have.

That wasn’t much of a problem in rural Mercer County, IL, where I lived for over 62 years. When we moved there was 11 people within a 1 mile radius of our home. All were responsible dog owners, never a problem. But here in rural wooded Lewis Co, TN, there is likely 50+ in the same size area. And we’ve got an abundance of dog owners that don’t train their dogs, and let them roam some as well. They let them bark for hours without correction.
I was driving home one afternoon, when about 2 miles from home, there were two women walking their unleashed dogs along the road: one on one side, and one on the other. I slow down and straddle the center line, when one of the dogs walks out in front of me and stands right in the middle. That forced me to stop. But I didn’t brake hard on purpose, just rolling to a stop with the dog still visible in front of my hood.
The woman screamed at me for ‘almost killing’ her dog. Her friend grabbed it, and I moved on, about 30’, then yelled back at them: “train your dogs to respond to your commands!”
I rolled on, was probably cursed and flipped off, but that’s what we’ve got in this neighborhood, some owners that make the rest look bad.
Some people have no business owning pets.
