Used to be a time when in legal terms, “Intent” or “commander’s intent” or the “intent of the law” was everything and there was no way getting around intent. Today, America is ruled by people intent on keeping power forever and the hell with the intent of laws such as ones stating it is illegal to fund certain research, or to obtain certain information on citizens - the intent of the laws to keep the government from engaging or hiring companies or paying for that research in another nation..., or buying protected personal data from private companies or just plain getting it from companies by hook or crook.
Many of the abuses of power by today’s ruling click will be overturned. Once that happens, those who engaged in unlawful intent will be criminals, not simply innocent wards of the government protecting itself. Americans are governed by consent... we are not ruled. When American’s leadership became rulers (read Biden, Romney, McCain, Obama, Clintons, etc.,) they no longer govern by constitutional intent, nor by our laws - they have become dictators.
