Jeff Lynne had done some good work with Del Shannon back in the '70s. He was heavily involved in Del's last album "Rock On", before Del's suicide. While you can hear the Lynne influence, the album never really came to life. Maybe Del didn't have anything left in the tank, maybe it just wasn't a good match, but it wasn't a great result.
