The helicopter is dropping fire retardant which is reddish orange in color. It’s dyed so they know where they dropped it. Since DH was in fire fighting for almost 10 years, I know about this stuff.

That isn’t fire retardant in that part of the vid in question. It is a heli-torch, Used to start backfires. And help controlled burns in inaccessible areas. Nothing nefarious, unless an arsonist rented it.
