There is no “Emergency Edict” that nullifies (sets aside) the Constitution, unless the POTUS announces such an action (ref: Lincoln and Habeus Corpus).
States’ Governors CANNOT nullify (set aside) the US Constitution through ANY act; nor can their legislatures.

All it takes is for We the People to live their lives as normal.
