All LEO's, politicians, anyone working for government, needs to have mandatory competency training about the Constitution every 1-2 years.
If they can't demonstrate a basic understanding of the founding principles of this country, then they should not be given any authority over its citizens.
Also, once they have to prove that they understand the Constitution, they should also be able to be sued personally by any citizen who can prove that their Constitutional right/s were violated by government officials.
IMO this would help to resolve many problems.
