This is an interesting idea and could be a good thing, especially if there something that could be done to protect the Houston Ship Channel from direct hurricane hit rising water damage.
The refineries along the ship channel are vulnerable to flooding because it causes damage to electrical pump motors, compressor motors, etc.
When that happens they have to shut down the units affected and take time to replace the electrical items and then bring the units back up.
This takes a lot of time.
If a hurricane with heavy rainfall were to hit that area our whole country would feel the effects of it, such as shortages of gasoline, diesel, and jet fuel.
Our country’s refining capacity runs at about 90-95% daily and it’s been about 50 years since the last new refinery was built. They’ve been expanding refineries but no new ones.
Also, the Beaumont-Port Arthur area farther east has the two largest refineries in the US. It’s vulnerable, too.

Magistrate Judge Jonathan Goodman will preside over Trump's arraignment and bond matters on Tuesday.
Judge Aileen Cannon will still remain on the case as lead judge.
The Miami Herald reported:
A magistrate judge will be presiding over the momentous Miami federal court hearing on Tuesday afternoon when former President Donald Trump makes his first appearance on charges of keeping classified documents at his Palm Beach estate and obstructing government efforts to reclaim them.
Magistrate Judge Jonathan Goodman — not U.S. District Judge Aileen Cannon, who was randomly assigned Trump's case — will be handling the former president's arraignment and bond matters.
Cannon, who had been widely reported to be handling those duties, will still remain on the historic case as the lead judge…..

I went to my semi-annual trip to Walmart, had to get a slip to wear under the dress i got for my daughter’s wedding. Now all I need is shoes or sandels. I finally had put my beautiful aloe plants outside, then they got soaked with that storm. So I got some potting soil, have to try to save them.
Then I went and exercised in the pool a few and enjoyed the hot tub. I’m tired!

Trump being arraigned is just going through the process, doesn’t need Judge Aileen Cannon to be there.
