No...looked to be indoors, for the speech part....or, at least covered, where they could've put a fan blowing. Remember all of the VERY hot Trump rallies? I never saw him sweat like a DeWeasel.

Yes....our dear Pres Trump has withstood so many weather elements....and, as you said, in a full suit, and, most times a tie. Never broke a DeWeasel sweat, like that.

Supposedly, DeWeasel’s voice was unbearable to listen to. I haven’t tried to find a clip. I don’t want to have nightmares.....maybe mañana.
