The problem is that athletes get tested for drugs and the second part is skill goes straight down the tubes. As does concentration and thought. You can dead lift five hundred pounds but if you are lifting the judges table rather then the bar it does not count Think back to the "husky" East German female swimmers.
If these drugs create superhuman strength, governments around the world would be experimenting. We hear nothing of such experiments.

Militaries around the world have been experimenting with this kind of thing since World War II. It is not hidden. You can find it in a bunch of main line sources.
It has pretty much ended the same way, some boost but way to many downsides.
