I am not a lawyer and Judges do not like this sort of thing, but I would prosecute and toll the statute under color of authority. (The governmental officials who should have prosecuted deliberately delayed.) I suppose we could use it in a future peoples tribunals?

And not giving documents which were demanded under the color of law is a crime, so the statute just started ticking again.
