Your correct - when the same issue came up in 2012(?) it was made clear that non-mandatory spending went first. Mandatory spending includes debt service, SSA, and a few other items. They’ll still try to do what they want to do despite what the letter of the law says.
True. Glen Beck said this morning that if the government defaults on the debt it will be because they disobeyed the law... pretty much just what I said.
If the carpetbagger Congress OK's this current debt bill the dollar may be finished. If they don't, look for this dictatorship to try to use the 14 Amendment to bypass Congress and the GOP and unconstitutionally take control of the US budget and debt. . . . Then the dollar may well be finished.
