The minimal tools to, at the very least, embarrass top officials and expose the existing rot within the Justice Department are in the hands of House Republicans. They would do well to use them. These people have no shame and the main media will not "expose the existing rot" within their party. So, without indictments, the story ends here.

Corrupt bureaucrats are incapable of being embarrassed. They have a deep seated sense of superiority and entitlement that insulate them from any sense of propriety or accountability.
The only thing they respond to is severe budget cuts to their agencies. Unfortunately the GOP will never do that and so nothing will change.

Advancing impeachment proceedings for Graves and Wray should be a no-brainer for Republicans in Congress. No kidding. But as usual, we get nothing but words from the GOP and zero action and accountability. People are screaming from the mountaintops for accountability, it falls on deaf ears in the GOP Congress.
