Well, it was worth a shot. I’m sure if you put the clothes on before you get to the gate instead of after the airline catches you with an overweight bag, you could probably get away with it.
The article says the weight limit for the luggage was 15 pounds. Here in the US it’s usually 30-40 pounds, depending on the airlines.
I did this a few years ago. I wore about 10 tee shirts to Jamaica. I always just use a carry on.

I haven’t done that with most clothes, but I do it with my big ass hiking boots. I’ll wear them onto the plane and have a light pair of bedroom slippers to actually wear while flying. Heavy boots plus a size not found in normal stores make them a pain to pack.
If she can fit into the seat while looking like a bear, it is none of the airline’s business. It is not like she is some fatty carrying around an extra 100 pounds of blubber.
