The .gov doesn’t need to “own” the means of production when they control all aspects through regulation and limiting access to finances.

This is a good observation.
Capitalists in the 20th century learned that the best way to make a profit was to control the means of distribution in a market. IE, artificial scarcity. The supply doesn’t have to be scarce as long as the access to the supply is controlled.
Marxists got jealous and learned from it.

Ah! Yes! But a Free Market corrects those errors. There are always options. (We passed laws against monopolies and collusion of such. But .gov does not enforce such rules. So...) Capitalism does not use force as required by Marxism.
