About 11:30 into the video he zooms in on a very large array in western New Mexico that seems to be the center of the wobble in the radar systems. It’s not a radar system error and was mentioned by a NBC weather station. Hells kitchen at work.

It just seems like a video glitch to me. Blaming it on the Very Large Array (VLA) west of Socorro is baseless. As Dutch says, the VLA is for receiving (from outer space), not broadcasting, so there's no reason to believe that the VLA is responsible.

Whether HAARP is real, I don't know, but I don't believe that the VLA is part of HAARP.
