It was a road open to golf carts, with a speed limit of 25 mph.

Given the location (Folly Beach) I’m assuming an area where golf carts are common.

They're legal on the streets in North Myrtle Beach except on US17.

There a few "communities" near me where residents are encouraged to drive around in golf carts, even though they take up just as many parking spcaes as cars, affect the traffic patterns as much as cars, and they let unlicensed young teens drive them around.

My favorite watering hole is in one, but I rarely go anymore because of the idiots driving those things around.

Growing up in Connecticut, the thought of golf carts on public streets would be unthinkable. Here in Phoenix, they are common, often used for selling drinks or snack foods.

DUI, does not matter where the golf cart was crossing; probably in some type of resort or high class subdivision prone to golf cart use.
Sad story, Rest In Christ/may survivors and family along with friends lean on Christ/HS.

I used to live in Charleston and Folly Beach is a little beach front town with narrow roads. There are always lots of pedestrians and slow cars and apparently golf carts too. This is a road that runs along by the beach and beach houses. Anyone driving 65 mph on it while drunk was going to kill someone sooner or later.
