Well, ok, I guess they can start being one. But only the start.
Otherwise, clearly using such terms is meant to draw sympathy.

Have a kid in your early twenties and they have a kid in their early twenties, presto, you are a grandparent and you have not even hit 50.
And that is a good age to have them because you still have a bit of energy left enjoy them.
I knew a guy who was a grandfather at THIRTY THREE! He knocked up a girl at sixteen, and their daughter got herself in a bit of a pickle at sixteen as well.

I’ll very likely be a grandmother by the time I’m 53. Doesn’t seem sad to me at all the prospect of enjoying my grandchildren at a young age.
My mother was a grandmother much younger than that! Married at 18, had five children in six years. Eldest daughter married at 22, had my eldest nephew at 23. My mother was a grandmother at 43, and many times over at 53.
