Yeah, he couldn’t stop the states but he could have made it clear that the federal government wasn’t recommending that course of action. He could have even ordered the Justice department to investigate states that locked down for civil rights violations.
But that would have required having loyal people in charge of the DOJ, and that’s something that Trump never really managed to achieve, except maybe at the very end of his term.

That is a rather pathetic dodge, though. Failing to abide by, or outright rejecting, "Federal Guidelines" on ANYTHING is a very risky move for any State or Local government. Very few State or Local officials are willing to do it. The Fauci/Birx "guidelines" which led to State officials ordering lockdowns etc. came out on Trump's watch. He can't entirely dodge responsibility.

He did nothing to stop it. He was fully on board. When Kemp reopened Georgia, Trump strongly disagreed.
