Hemp was used for rope and also paper. And cloth, too. Hemp grown for fiber has almost no THC in it at all. A lot of hemp grown around where I live, for medicinal use. Almost impossible to get a buzz off of it, according to locals.

That's correct. The problem with that is that the slightest environmental stress can cause the plant to create more THC above the regulated levels. When that happens your entire crop is lost even though you likely wouldn't use the flower for industrial processing.
