In Oregon you get a deposit back on your bottles and cans (10 cents, IIRC).

The latest scam for the EBT and voucher folks is to buy cases of water and dump out the water (often in the store parking lot) and take the bottles back in and cash them in.

I don’t personally know any homeless but if it can be done, CA will do it. The cashless thing threw a wrench in the plans since homeless don’t typically have bank accounts. They deal in cash, at least they do here.
