This does sound like a news story from one of the dystopian SF novels I read as a teenager, 50 years ago.

One thing I remember from one of those stories was an aside about a minor character — a teenage girl — who was chewing hormone gum to increase her chest size. She said "I'm going for 38."

Not quite the same thing, but still the sort of bizarre thing one might hear today.
