To: where's_the_Outrage?
OP's Great Aunt thought that was a bunch of malarkey so she made sure to leave behind a ton of money for various female relatives so they could use it to go to school. OP's mother and father had access to these funds and decided it wasn't a big deal if they needed some of the cash to pay for other things, like her brother's wedding.

The great aunt should have locked that money up legally for the niece. Shame on the parents for spending it but legally what can be done?

Exactly what she’s doing. Sue them. If it’s in writing it’s enforceable. Setting up that kind of trust is an expensive proposition. Depending on how much money the aunt had it might have chewed up too much to send both girls to college to lock it up like that. And if the parents were worth a damn it wouldn’t have been a problem.
