The tenants won’t even blink at that, and sold properly it gives them green credits. The people who wrote the law and the fine amounts knew this.

Yeah, the relatively low fine shows that they aren’t serious about clean energy, but are using this as an excuse to raise taxes in the form of fines. A $400K annual penalty is hardly anything to the owners of this building.
