Minnesota, but not anywhere near the Twin Cities. Grand Marais would be referred to as "Downstate Illinois" in that state; the middle of nowhere. More likely to not rely on local authorities to launch a multi-year investigation to resolve the issue.
You could also call this frontier justice. With a happy ending. I hope the child is okay, and that dad can come home soon.
