The Delaware General Assembly is considering a bill that would require Roman Catholic priests to break the seal of confession to report child abuse and neglect, prompting condemnation from the Diocese of Wilmington.
House Bill 74, the sponsors of which include state Senate President Pro Tempore David P. Sokola, could be heard before the House Judiciary Committee within weeks, according to OSV News.
The Diocese of Wilmington condemned the proposed law, noting that priests are bound by the sacrament of reconciliation from breaking the seal of confession, according to the outlet. Catholic canon law mandates that a priest who violates the seal of confession is automatically excommunicated.

Total bullshit. If that’s the case, then attorneys and psychiatrists are next.
That said, as a practicing Catholic, I knew as a young lad to never tell a priest anything more than I was mean to my brothers and sisters. I wasn’t giving anybody a cheap thrill by confessing masturbation. Lol. If that’s a sin, I’ll take my chances with Saint Peter.

Well, then the priest can keep his secret, protect the child abuser, and go to jail. If it’s really a “sacrament”, he should be happy to do so. All the apostles and early church fathers were joyous when the secular authorities would persecute them for obeying God.
Every priest should up front declare: Will go to jail, suffer any punishment, Never break the seal. Ever.

I believe attorneys and psychiatrists are already bound to report abuse and imminent criminal activity, regardless of their normal practices of confidentiality

I don't know about attorneys, but psychiatrists, in very specific circumstances, can write a Tarasoff letter, if they think someone is going to be harmed.
But you played a trick. Future actions are not the same thing as telling your attorney something you already did. Is it?
Delaware is such a screwed up state. We even kept electing that moron that is now playing President.
