NYT and The Times of London saying a "pro-Ukraine group" blew up the Nord Stream pipelines. Seymour Hersh who I respect says Biden/US Navy divers did it.

It sounds like propaganda to increase support from Russia for its war on Ukraine, to make it harder for Russia to end the war with some claimed victory.

Limited hangout from the MI6/CIA crew, since Hersch has exposed them, but they don’t want to admit it. They consider themselves to be “pro-Ukraine”, but are still deflecting as if some other group that they want to portray as somehow sympathetic did it.

A Ukrainian group is excellent legal cover.
Ukraine has free reign to attack Russian property in international waters, given that it is at war with Russia, and has the right to retaliate vs enormous damage Russia has inflicted. Even a group unaffiliated with the Ukrainian government (gone “rogue”, say) is still in the clear.
It should be easy enough for “friends” to “assist” a Ukrainian group to perform the sabotage.
And as I have pointed out often enough, this is not a job that required high tech (beyond what is easily available from civilian commercial sources) nor great resources. Untraceable funds and passports/ID will do just fine.
Ukraine’s government has denied involvement, but, of course, it’s prudent to do so. I refer you to the opening clip of the “Mission:Impossible” TV show.

They may be trying to deceive while maintaining a thin claim of being honest.

They are not lying, just using weasel words.
Hersch has not implicated the CIA, but the USN.
Secret squirrel stuff needs to be disclosed to a Congressional (or Senate?) committee, but Naval operations don’t, was Hersch’s point.
But if it was a third party Ukrainian-led or Ukrainian-identified group, they could have been funded in any number of ways, possibly through a Euro country.
The CIA is presumably doing the deflecting now for the US.
These days, it’s safer to assume everything you hear is propaganda until you see proof that it’s real.
Except that much of what is claimed to be proof is propaganda too.
