That is the time when the “official ballots” are printed in numbers specified by the State Election officials.
The number of ballots printed is a combination of previous turn-out and current popular polls.
Election day is kabuki theater.

Would not surprise me at all! When you look into Runbeck printing and see what immense control they have that would almost have to be the case. No telling how the entire op works but you can be sure they have it down to a science.
