Good job: Your proposed method of handling death penalties is very close to what the Japanese already do. They don’t publish an execution date. One day the guards just show up and walk the dummy to the gallows.
To me this method is fitting this particular crime.
For your run-of-the-mill murderer who committed your run-of-the-mill murder, traditional methods with a scheduled date will suffice, although I would like to bring the gap from sentence to execution down from 14 years to 14 months.

Not knowing when you’re going to die adds a whole new level of terror to the sentence. I like it. Those who have inflicted maximum terror on their victims prior to their victims’ deaths should know no peace from their time of conviction.
