Probably because the primary investigators get first crack at any research. So there is at least a year delay between the imaging and the results.

NASA Administrator from 1961-1968 who apparently didn't like homos.

Which is why the left cried when they named a telescope after him.

James Webb ran NASA during Mercury and Gemini - the early days of the space program.

Here you go. James Webb was the 2nd NASA administrator and oversaw the Mercury and Gemini programs.
