I think it is the same dress, but he has it on backwards. The front of the dress is lower cut than the back, and the way he’s wearing it, the neck is higher cut. Same as if you put a tee shirt on backwards.
If he’s had the dress(es) since 2018, he’s had plenty of time to alter them to fit.
