I think it is the same dress, but he has it on backwards. The front of the dress is lower cut than the back, and the way he’s wearing it, the neck is higher cut. Same as if you put a tee shirt on backwards.

Good observation. I saw a recent pic of Biden yesterday and it looked like he had a dark bump on his forehead. It was on one the twitter sites that was shared yesterday. If I get time today I'll look for it.

That dark bump on his forhead may have been ashes. Yesterday was Ash Wednesday. ;-)
