Are small quakes common in that area? I’m on the Cascadia Subduction Zone, and haven’t heard of any recent activity. But 4+ quakes are common.

Not really. Every 5 or 10 years, there will be a minor shake, 3-4 on the richter scale. Some may feel it, but most will only read about it in the news. Today's was a bit stronger - a lot of home-security video of light-fixtures swaying, vases shaking, and dogs barking have submitted to the local TV news.
